Well, the fact that it is legal (as long as you didn't try to do it) and it happens accidentally all the time (even if you're not trying to) kinda complicates the matter, so...

And I don't know this guy except from a couple pictures of fish, so...

You are arguing something that cannot even be proven. If someone hooks a fish inside the mouth but swears he felt it bite it is ok while the guy who says he felt the fish shake its head when it blundered into the line much like you or I do into a spider's web hooks it inside the mouth is a dirty nasty poacher that shouldn't be allowed to live free or fish bla bla bla. I would be willing to bet that 90+% of the salmon caught in rivers are "flossed". The difference is whether or not the person catching the fish is actually experienced enough to know the difference! Hooked in the mouth is hooked in the mouth, sportsmen need to stop picking nits with each other.
The reason there are so many Ruger upgrades is because they're necessary.

The state defines snagging as attempting to take a fish with a hook and line in such a way that the fish does not voluntarily take the hook in its mouth.

So prove to me that anyone has ever landed a fish that you can prove took the hook voluntarily. What a crazy law. All hatchery fish must die.

:yeah:
Straight from the regs:
"Snagging: Attempting to take fish with a hook and line in such a way that the fish does not
voluntarily take the hook(s) in its mouth. In freshwater, it is illegal to possess any fish
hooked anywhere other than inside the mouth or on the head".

Believe me, I've had it memorized for decades. And the "attempting" is impossible to prove when normal type gear is used for drift fishing, as is incidental flossing as described above.

Yes, the horse has passed away...

Flossing is using a long leader which will go between the fishes jaws....as the line slips through the "lure" will be pulled into the corner of the mouth. The fish will try and shake it out, the fisherman will then set the hook. The fish is then legally hooked inside the mouth and the debate can then rage on about whether the fish intentionally took the bair or not.
