No, cut the programs that affect the public: cut tax payments to counties, hatcheries and fisheries, and game wardens, so they'll see how much we're being cut and support funding increases. Cuts to HPAs are just BS, they instituted a fee structure to replace the general fund monies in order to streamline processing.
