I was just playing in Photoshop and I managed to find the effect again. You guys are right, it is Plastic Wrap.
This CS3 has way more stuff in it than PS7 ever did.
It is going to take a while to find and figure out all that it can do.

Yea, plastic wrap has been around since at least PS 5.5. I have yet to really use CS3. I have it, but it is hard to let go of what you know. I have made a couple animated gifs with CS3 though.

I never did see the Plastic Wrap choice in my old PS7, I played with all of the different settings and effects in that program. I'll have to install PS7 on my daughters laptop computer and look through PS7 again!

In PS 7 you find it under Filter> Artistic> Plastic Wrap
Same as CS3E
