Generally, the further north you go up the washington coast, the further west you will have to run to get into tuna water. Albacore tuna prefer warm, blue water and the closest places to find that are Ilwaco and westport, in that order. This is all mainly due to currents which push warm water from the SW up to us. Lapush has some tuna fishermen, but they have no live bait available unless you catch your own so its mostly a troll game there, and generally a further run than out of westport. Neah Bay has tuna fishermen but its much less common there. The tuna definitely do not go into the straights, unless by complete accident or an extreme case of el nino. Humbolt squid have been caught there which are generally in warm water as well... so I guess its not impossible, but certainly unlikely.
