Outboard question

Got my 40 hp 4 stroke back from the shop.  Carb rebuild.  Took the cover off and noticed a tube that wasn't connected.  Does this look right?  Any chance it is supposed to be this way?  Thoughts?

that looks like possibly a carb bowl vent.  it doesn't seem to have any marks like it had been attached to anything on that end.
you can still get gas in heaven, and a drink in kingdom come,
in the meantime, i'll be cleaning my gun

That looks right.  One way to test is and try to start it.

I did run it and there did not seem to be any change if I put my finger over the end.  No vacuum.  No pressure.  No change in engine if it was covered or not.

Make sure it is not connected to a built in pitot tube (speedometer).   I had one of these in my Yamaha 150 that US Marine in Olympia did not bother to plug or tell me about.  It took me about a year (and some rusted bolts and shift linkage) to figure out where the water was coming in from since it only sprayed when the engine was moving.   :bash:
