Outboard question

Got my 40 hp 4 stroke back from the shop.  Carb rebuild.  Took the cover off and noticed a tube that wasn't connected.  Does this look right?  Any chance it is supposed to be this way?  Thoughts?

that looks like possibly a carb bowl vent.  it doesn't seem to have any marks like it had been attached to anything on that end.

That looks right.  One way to test is and try to start it.

I'd say carb vent as well.

I did run it and there did not seem to be any change if I put my finger over the end.  No vacuum.  No pressure.  No change in engine if it was covered or not.

Drain for the carbs if they flood.

Make sure it is not connected to a built in pitot tube (speedometer).   I had one of these in my Yamaha 150 that US Marine in Olympia did not bother to plug or tell me about.  It took me about a year (and some rusted bolts and shift linkage) to figure out where the water was coming in from since it only sprayed when the engine was moving.
