My friend caught this fish while jigging off the bottom in area 8-1.Any ideas what it is?

I think it is a spotfin sculpin

Just curious, isn't it single point hooks for the lures?
We always thought it was single point for salmon and single hook(1 barbless treble) for flounder,might have go back and reread it.

Did you catch any flounder with that big bar jig?  They seem to have too small of a mouth to actually bite the hook?  We always caught flounder on 1-2 oz leadhead jigs depending on water conditions.  What if you accidentally hooked a salmon?  You'd have to let it go.  I do think it is legal to use barbless trebles for flounder and even lings, which is surprising.  The regs only refer to single hook for salmon.

Barbless hooks are required for all species in
Marine Areas 5-13, except forage fish jig gear.
When fishing for SALMON in Marine Areas 1-13,
single-point barbless hooks must be used.

I've gotten confirmation from our local bio experts and it is indeed the Long-spined (Longspine) Combfish.  Again, good eye Kenzmad.

You can use treble hooks for bottom fish the just have to be pinched. I've asked and been checked by leo and it is legal.
