I have heard several ol timers praise wool, some would say yes it gets wet, but wool will still keep you warm when its wet. I was kinda hoping for a miracle post saying "yea get these brand X blah blah, 100% dry and decently quiet, less than $100 for each top and bottoms" haha, knew I wouldn't get that response, but cant help but try.
The thing is, those old timers didn't have much of a choice. So of course they swore by wool. It was better than cotton.

I fished commercially in Alaska for halibut for 5 years, the only thing that kept you dry was PVC rain gear. I wear Guy Cotton Isolatech with XTRATUFF boots. Grundens has a cotton like lining that doesn't like to dry and molds. The boots are super quiet when you are walking they don't thud on rocks or break sticks like hard rubber soles and they are scent proof. I wear them elk hunting even when it's not raining

I think for now I may stick to wearing the rubber or PVC pants under my walmart camo cargo pants for the bottoms, yea its a pain sometimes, but I never regret it when it is really wet. That would allow more to be spent on the top as well. That will be my big decision. I may try the Grundens Gage top and go from there. If the liner needs special attention to dry out that is fine. I have always been pretty tedious about drying out my stuff in the evening before the next day. Turn it inside out and hang near the fireplace.

Filson wool coat and Malone wool pants, then have polypropylene with a shirt. Quality wool from the old days is probably better than the stuff they have now. Never got wet and had heavy, wet wool,
I couldn't care less about what anybody says..............

I second what CAMPMEAT suggests.

If it's raining really hard, then on goes the Gore-Tex rain suit (I got the pants new at a thrift store, for 7 bucks).

Light rain wear wool. Heavy rain Grundens . If you are walking slow while hunting you will not sweat to much while wearing rain gear.

Cabelas Gore-Tex MT050 works well for me. It's quiet and keeps me as dry or dryer than anything else I've ever used.
Nature. It's cheaper than therapy.

Another brand of rain gear I really like is Watershed. It's not the quietest but it's tough, relatively inexpensive, and made in the USA.

The best, most waterproof, breathable, fairly quiet, comfortable, and "dry" bottoms I have ever used are Simms G3 Guide stocking foot waders.  I have worn these things everywhere and never been sorry. Depending on what I am doing I wear either a size up pair of Xtra Tuffs or the Simms Guide boots. No more picking my way around puddles. For a top I usually go for a light weight Grunden's jacket, more quite than most Gore-Tex type jackets and has the benefits of being very light weight, being truly waterproof, holding little moisture, and drying rapidly which is a plus on extended trips where fires and drying are limited. Xtra Tuff boots almost always!

I've had decent luck with certain forms of layering, but not with any one type of material.  Usually like PVC or gore tex for lower half with quick dry-poly pants underneath.  For upper part, fleece or wool under a windbreaker under the gore tex or PVC.  And a waterproof hat, with as big a brim as you can stand.  It seems to hold up for a long day out in the rain.  the outer layers getting damp.  the wrist cuffs are important for when you climb up stuff or push through the wet reprod.

I have never got wet in my Core4 Torrent jacket, and I hunt the NE corner jungles.  I actually have a large coat I would sell for $100.00 if you are interested pm me.
