Keep the pressure on, you never know when nonsense like this will gain traction - particularly when the gov will spend public money lobbying for it and Microsoft Millions show up as well.

High capacity is > 10 rounds (virtually every full size 9mm & 40 made) and assault is semi auto w/any size detachable magazine + one scary but irrelevant feature.

Existing high cap magazines are grandfathered, presumably you would have to somehow prove when you bought them.  You could only sell either to a dealer or face felony charges (no exemption for out of state sales).

The bill's sponsor is Moeller from Vancouver.

Correct. First sales and soon followed by "turn'em in" followed by SWATTING.

Please Oppose House Bill HB2354

Body:

Please oppose HB 2354. First and foremost, this bill is in direct conflict with Article I, Section 24 of the Washington Constitution, and also with the 2nd Amendment of the US Constitution. In addition, it's ridiculous to think that this law will be followed by or deter people who want to murder. The only effect of it will be the disarming and endangerment of good citizens by limiting their capacity to defend themselves and their families against those who would harm them. To put this into perspective, if I am limited to a specific magazine capacity and am then faced with multiple attackers or intruders into my home, I will be put at an extreme disadvantage. Please don't allow this trampling of our rights. I implore you to reject this bill. Thanks very much and I respectfully request the courtesy of your reply.

Well it reads that if you have them now, you will at least get to keep them for now. What's here can stay! You have to follow I-594 if you want to sell them.

No person in this state may manufacture, possess, purchase,

sell, or otherwise transfer any assault weapon or large capacity

magazine except as authorized in this section.5
(2)
Subsection
(1)
of this section does not apply to any of the

following:7
(a)
The possession of an assault weapon or large capacity

magazine by a person who legally possessed the assault weapon or
9
large capacity magazine prior to the effective date of this section,
10
or possession of an assault weapon or large capacity magazine by a
11
person who, on or after the effective date of this section, acquires
12
possession of the assault weapon or large capacity magazine by
13
operation of law upon the death of the former owner who was in legal
14
possession of the assault weapon or large capacity magazine. A person
15
who legally possesses an assault weapon or large capacity magazine
16
under this subsection
(2)(a)
may not sell or transfer the assault
17
weapon to any other person in this state other than to a licensed
18
dealer, to a federally licensed gun smith for the purpose of service
19
or repair, or to a law enforcement agency

Infringing on the 2nd Amendment rights of law abiding citizens will not resolve the problems of criminals, terrorists, and maniacs using guns illegally.
