Question about the regs
« on: May 19, 2016, 12:09:03 AM »
So my group decided to go west side archery after I already submitted my Eastside archery permit.  I called before the deadline and asked to switch to Westside archery. according to the "commonly ask questions" number 9 states that I can switch As Long As I do it before the deadline. I called way before the deadline today and talk to 5 different representatives and all five of them told me that I cannot switch. they refuse to acknowledge what was stated on question and answer number 9. according to question and answer number 9 is it true that I CAN switch 2 West Side archery from Eastern Washington archery if I've already submitted my special permits. To me it says i CAN as long as its b4 the dead line.

I bought an eastern Washington archery elk license and applied for an elk special permit. Since I was not drawn, can I change from archery to muzzleloader or from eastern to western Washington?

You cannot switch your elk or deer tag after the special permit submission deadline date if you submitted hunt choices for a special permit. You cannot switch from eastern to western (or western to eastern) once the special permit submission deadline has passed. You can only exchange your tag if you make the request before the special permit submission deadline.

If you submitted Points Option or did not apply for special permits, you can exchange your tag before the following deadlines:

- Archery tag holder – September 1
- Muzzleloader tag holder – September 20
- Modern Firearm tag holder– October 10

The deadline was yesterday.  I see you were posting at 12am about today and I assume you mean the 18th not the 19th.  Can you confirm what day and what time you made this phone call/calls?  I am not sure anytime on the 18th could be viewed as "way before the deadline".

I know my phone was blowing up with friends and family asking me questions about special permits yesterday all day/evening, I can only imagine what the WDFW phone lines were doing yesterday.

I wanted to chang it from eastern archery to western archery b4 the deadline last night and they would not let me. It says right here...sorry about the cut and paste my phone would not let me snap shot it

So from what it says here i should have been able to switch from east to west last night cuz it was b4 the deadline right?

I would try again today and see what they say.

Should only delay the draw by a day or two.  The rest of us can wait.  :chuckle:

I believe this would be correct, after the deadline (Last night at midnight). However, he called before the deadline.

Right but as I read the OP, he had already submitted permit choices and that is the reason I think they were unwilling to make the change.

Hopefully he got a name of one of the 5 people he was talking to.  I think with a name that should help confirm that a call was made before the deadline and they should be able to make the change.

I think we are disconnected.....
Number 9 says:  You can only exchange your tag if you make the request before the special permit submission deadline.

It doesn't say you cannot make a request if you've submitted a special permit.

The indicator/gauge, as I read it is the permit deadline.

Maybe we should ask JDHasty?

You called at 9pm yesterday before the 11:59pm deadline?

:yeah:

They are not obligated to make changes to your special permit applications.

I could see them possibly doing so if you had called a week before the deadline, or even a couple of days. Maybe.

But there's no way they had time when you called the day of the deadline for special permit applications.

To exchange tags you need to go to a license dealer, give them the existing tag before they can issue the replacement tag.

There just was no time for all of that.

As the statement reads a change could be made until 11:59 pm.

As a practical matter, asking people working overtime who are getting slammed on one of their busiest days of the year, a few hours before a deadline which was known a month before is not going to elicit much sympathy.

I can tell you with the fourth phone call last night I was getting a little frustrated.  I had been telling my friends for weeks the deadline was coming, talked about it with most of them over the weekend and still had phone calls at 830 last night from them asking what hunt numbers were.

I can't endorse the timing of your phone call, from a practicality standpoint.

Like others have said, I bet you would have received a better response had you called a few days earlier.

Regardless, you did make your request within the allowed timeline.

Agree, the timing of trying to get it corrected probably wasn't optimal, but the contract you bought the application under was good until mid-night.  So it should be honored.  They should have a lot more folks able to handle admin now, since there's not much in the way of fish to check on.  :sry:

They don't exchange tags over the phone, you have to go to a license dealer. And it can only be done during WDFW business hours.
