There are commercially made herring jigs. They have 6-10 little hooks inline with each other about 1' apart. Cruse around in your boat and find the hearing balls and send it down. If your near a canary go jig in front of where the waste tube goes into the bay. The ground up fish parts attract them well.
You know when your out trolling for salmon and you see herring jumping can you cast to them like fishing for bass? Might brake up the slow times while waiting for a salmon to bite?
Pretty easy. Gamakatsu Herring rig, size 5 - 1 oz weight - drop it into a bait ball - catch 3 to 5 at time.
