plugged shotguns apparently not required for hunting bunnies

This morning as I read the migratory bird pamphlet  in the smallest room of my house I noticed the requirement for plugs in shotguns stated it was for migratory waterfowl and game birds.  No mention of bunnies at all.

I believe it's just waterfowl.

Waterfowl and upland birds only.  Not for small game.

The waterfowl restriction is federal. The game bird restriction is state.

(2) It is unlawful to hunt game birds with a shotgun capable of holding more than three shells.
Nature. It's cheaper than therapy.

I think migratory is federal, not just waterfowl.  To include the other game birds is state.  I remember in other states for dove you had to be plugged, but once you finished dove you could take the plug out and go for quail.
