Special permits/drawing definitions?

First off, there's no deer in Washington...

But, in an effort to learn more, I'm trying to figure out all of the various special drawings and permits. I can't for the life of me figure out where each of the special permits are and how to define what they are. For example, what is bull elk vs. quality elk? I also can't figure out how to decipher where the hunts are and how I should go about building points.

I've scoured the WDFW site but I'm probably missing it. Any pointers to permit definitions and a special hunt 101 would be awesome!

Do you have a printed copy of the regs?  If not, get one, because it will help clear up some basic confusion.  It shows all the permit catagories and dates and GMU's available.  If you are doing it on the website, it can get frustrating pretty fast trying navigate pages vs just flipping through the manual.

It has complete descriptions of GMU's, Elk areas and Deer areas.  Then it is just a matter of looking at a map.

A general explanation of the quality permit catagory is usually an outside the normal time frame to hunt, say a rifle permit during the rut for elk. 

Or for deer, it could be during the time frame between general season and late buck for the westside or during a prime migration time in an area normally closed to hunting during the mule deer migration.

usually time of year quality rut   bull is just normal late season maybe
