You must pay the full cost of the tag fee upfront (deer=$389 & elk=$644). After the drawing they refund the balance less $40 point fee for each specie +$10 habitat fee only once+$3 processing fee. Hope I included everything.

You're not doing anything wrong.  They take the antlerless fee instead of antlered.  Just makes it so you have to lend the State of Colorado less money for a few months.  You'll still get your point.
