Who can chop/recrown near Ferry county

As the title states. I’ve got a 26” Varmint barrel coming but that length isn’t needed for 223 so I’m hacking her to 22”. Maybe 21”. Only issue I have is no lathe and no 11 degree crown cutter. I’ve got a hacksaw haha. So are there any hobbyist or anything? I know what I’m doing if you just happen to have the tools I could borrow for an hour?

@CAMPMEAT might know someone to help you out. There has to be someone close by!
My interpretation of the rules are open to interpretation.
Once I thought I was wrong but I was mistaken.
