Im pretty sure it is, i shot a dog last year and looked the same as this dog.

Usually with mange they are kind of crusty where the fur is thin or missing,  He just might have been hit by a car and peeled a patch of fur off if it is just smooth skin showing and the rest of him looks good.. 
After the first shot the rest are just noise.
