Sec. 19. A new section is added to chapter 77.121RCW to read as follows:2
(1) The commission may establish by rule a surcharge on all fees3authorized under chapters 77.32, 77.65, and 77.70 RCW by November 1st4of each odd-numbered year if the commission determines that the5surcharge is necessary to fund inflationary and other increased costs6approved by the legislature in the biennial budget.7
(2) The surcharge may not exceed the percentage increase needed8to generate revenue to offset the costs described in subsection (1)9of this section, and must apply equally to all fees, except the10surcharge does not apply to transaction fees, commercial application11fees, and dealer fees authorized under this title.

I think a push for indexing fees and such to inflation  is becoming common. Politicians and such dont want to keep asking permission for more cash when folks arnt receiving an automatic ratcheting of pay.
In archery we have something like the way of the superior man. When the archer misses the center of the target, he turns round and seeks for the cause of his failure in himself.

At the same time people will only pay so much for there crappy management of resources.
