Straighten me out

My impression is the number of permits in the pamphlet were higher than the proposed.
Am I imaging? The proposed number of permits on one unit was 3, but the pamphlet has 7.
I am confused.

Maybe you're comparing tag numbers for different hunting methods? I notice Goose Prairie has 3 for Modern Firearm, and 7 for Archery.
