wyoming elk app changes 2020

I can see where they are coming from but I see no reason to keep the deadline in January. If you can withdraw anyways, why not just make the withdrawal deadline the application deadline?

Agreed but it also helps odds slightly and forces only people who are serious to apply instead of allowing them to wait until after other draws come out.  :twocents:
