How do i make this photo bigger?????????????

So i have a few pictures on my cell phone and one is of my new tattoo and i was wondering how i make it bigger but i dont want it blurry, or if someone could do it for me???

A smart photographer told me once, crap in crap out...  Best I could do man.

I opened it in photoshop and selected the image size tool.  I then made it 500 pixels wide.  It up resolutions the photo but it never comes out looking smooth when you are adding pixels.  Best I could do.  There are a few programs out there that do this specifically and they do a good job of adding pixels to size up photos.
