You actually have to live here, you cannot just own property get mail here and live in another state.6 months, new drivers license, local address on utility bills etc, no resident tags in another state and file your state income tax return. You can buy them the day you get your drivers license, doesn't mean he wont get a knock on the door in the future from a Game Warden asking for the documents proving he was here 6 months.
I had a friend who tried this scheme in Montana years ago. He & his dad were buying in state license @ the fish & game office in Kalispell. The clerk looked them up in the computer & said they couldn't buy resident license, but she'd be happy to sell them non resident licenses & they could go have a good hunt. They pushed it too far so she she asked them to wait a minute & she came back with the sergeant. The sergeant was carrying a stack of papers with him, which turned out to be their entire history of license purchases- all of which was illegally buying residents licenses and tags. The sergeant walked them from the office down the street to the court and saw the judge right now. They were both fined over $10,000 and banned from hunting and fishing for 7 years.
