I would hunt it from the south side of the North Fork.  I drew the Toutle bull tag a few years ago and the DNR roads go right along the mud-flow border.  We saw a lot of elk in the far corner of the Toutle unit off north of the 3000 line.  Otherwise, hiking into the WDFW area from the highway is ok, long hike in an out though.  I've volunteered down there several times and see elk almost every time, but a lot of them were across the river on the south side of river on the gravel bar (see first comments above for better access).

A friend drew a tag last year.   The main road down is all  WH land.   If you want hunt your way down and back you need one of the permits.   Saw lots of Decent bulls in there but not to many cows.   Once the hunting starts they head for the trees and that is all WH posted land too.  If you only have the WH walk in permit, its a long hike up out of there if you are successful.   Good luck and hopefully you lets us know how it goes.

South side access is easier via 4250 and 2705 I believe . It has been some years. Once you have crossed the Deer Creek bridge you are in.Please note, resident herd is below 50. Late is better than early
