Toyota Camry 2.2l timing questions!!!??!!?!

Any mechanics on here familiar with Toyota 2.2l engines?

I am having an absolute bear of a time replacing a timing belt and have some questions.

1999 camry.

I line up the crank at TDC, the cam is at TDC, but every time I put the belt on and release the tensioner the crank gear turns one half spline forward of TDC. I have tried two different belts, same results.

History- this is my son's car. He was driving about 30mph, car died. He was able to get off road, and noticed a trail of water coolant about 300ft. Reports no smoke, or problems prior. Had the car towed to my house. I suspected a water pump. Sure enough, it looks as though the pump bearing gave out, the shaft seized, and the timing belt shredded all of the teeth off but remained intact. I put a new water pump on and am now in this predicament.

Try adjusting for the half spline by keeping it a half spline off so when you release the tensioner it sets correctly?

After you put the belt on, rotate the crank two full rotations by hand and re check your marks.

I did try adjusting for the offset, and when tension is released it goes right back to have a spline forward.

And I have done the two full rotations, and the cam shafts does not line up.

This thing is kicking my azz...

12. CHECK VALVE TIMING
a. Loosen the No.1 idler pulley bolt 1/2 turn. (1st pic)
 b. Slowly turn the crankshaft pulley 2 revolutions TDC to TDC. (2nd pic)
       NOTICE: Always turn the crankshaft pulley clockwise
 c. Check that each pulley aligns with the timing marks as shown in the illustration. If the timing marks do not align, remove the timing belt and reinstall it. (3rd pic)
d. Slowly turn the crankshaft pulley 1 and 7/8 revolutions, and align its groove with the mark at 45° BTDC (for No.1 cylinder) of the No.1 timing belt cover. (4th pic)
e. Tighten the mounting bolt of the No.1 idler pulley.
       Torque: 42 Nm (425 kgf.cm, 31 ft. lbs.) (5th pic)

Are you trying to adjust for the offset at the crank or the camshaft? Remember the crankshaft turns 2x per 1 camshaft rotation.

If so try putting the crank at TDC then put the camshaft marks slightly forward of the timing mark (clockwise). Then put on your belt. It should be  bit loose on the long side. Then rotate the camshaft counter clockwise to take up the slack. Then set your tensioner bearing to tension your belt. Rotate the crank at least 2 revolutions and check timing marks.

When you say you are half a tooth off do you mean you are going from the bottom of one flat to the top of the tooth. If that is what you are talking about i would not even worry about it. If the head has ever been off or resurfaced or if it was just machined a little off that will happen. If it is not a full tooth off so you could move the belt one tooth and make it line up then there is not alot that can be done with it. Just my 2 cents.

Update- I ended up getting it running. Never could get the crank from rotating when I tightened the belt, but the car seems to be running great. Thanks for advice.
