Rifling concern, recommendations for local gunsmith

My Tikka hasn't been shooting like it used to recently, so I really went though everything to see if I could get to the bottom of it and found what looks and feels (running a small pin across it) to be a little bit of a rough spot in the rifling at the muzzle. See below picture.

I live in north Seattle area, any recommendations for a gunsmith to take a closer look and maybe do a slight shorted and recrown?

I haven't recently.  When I found this (this morning), I took a nylon bore brush with some solvent and scrubbed it a bit to take a better look.

Do you think those marks could be copper fouling? I could give that a go and see if a copper remover cleans it up.

Not an expert on it, but have had discolored, rough spots along the barrel before that cleaned up.

Might be pitting from rust and some barrels shoot better with copper fouling.  A lot of things could cause a barrel's group to go from 1 MOA to 2 MOA.(I am guessing here, you don't state how much it has changed)  Using full length resized cases compared to neck-sized, the bullet manufacturer changed the bullet design, the powder load varies...a lot to go through.

Thanks guys.

Tried cleaning it up and it was still there.

Dropped off at the gunsmith yesterday, his thought was pitting too.  He is going to take a little off the top and recrown the barrel.  He said if he has a min will section that part of the barrel and see if he can figure out what it is.
