I just got back from Big5 where I purchased my 2020 waterfowl hunting licenses. There was a quite a language barrier between the clerk and myself, and I just need to double-check to make sure I have the appropriate paperwork (I'm still a but unfamiliar with all of the waterfowl licenses and stamps).

I have the following License Privileges on WDFW 2020 license:
 - Migratory Bird Hunt Authorization
 - Migratory Bird Permit
 - Small Game License
 - USFWS 2020-2021 Migratory Bird Hunting and Conservation Stamp

Am I good to hunt ducks now? Also, I have signed the face of the duck stamp as per the instructions, but do I peel it off the card and stick it on my WDFW license? Or just carry it as is in my wallet along with the WDFW license.

I can't shake this feeling that I'm missing some other type of waterfowl license.

The signed Stamp must be on your license.  If you hunt multiple states only 1 stamp is needed and affixed to your resident license.  You should be good to go.  Now if you are salmon fishing remember to bring an attorney with you.

Anyone, are punchcards still needed for the authorization to be good, or have those gone away?

Still need punch cards for snows, sea ducks, brant, Southwest Canada goose if you plan to hunt those.

To the OP, you mentioned you bought the authorization. You'll wannna grab more stuff if you plan on using that.

Where does it say that Federal Waterfowl Stamps must be affixed to your hunting license. They must be signed so that they can be compared to your state hunting license for validity, but I think that the custom has been around because for years the state had a place on the license to attach it for convenience. What do you think?

I'm not convinced that WDFW can issue a ticket for a federal requirement as well.  The regs don't say it has to be attached to the license.

Here is the actual law, no mention of the federal stamp.  For the record, I already have mine for this year but here is the law.

RCW 77.32.350
Migratory birds—Supplemental permit—Fees.
In addition to a small game hunting license, a supplemental permit is required to hunt for migratory birds.
A migratory bird permit is required for all persons sixteen years of age or older to hunt migratory birds. The fee for the permit for hunters is fifteen dollars for residents and nonresidents.

It does not need to be affixed to the license.  You do have to sign it across it’s face, but no more as long as you have it with you.  As mentioned this is more of a custom from days gone by, I’ve been check several times by WDFW and never been told it had to be affixed.  Just have it ready to show.

I got into an argument with a clerk at sportsman’s warehouse a few years ago, they did not want to sell me a duck stamp without me sticking it on my license in front of them. Ended up telling them it was a gift for someone. Boneheads...

Punch cards if you are hunting a species that requires them.

Yes, it was the punchcards that I was referring to. We are in the unfortunate position that many well intentioned hunters put themselves at risk of infraction because of such difficulty navigating the regulations. I did not see mention of any in your list and wanted to to be fully prepared in the field.

Yeah, other states have conservation seasons and we have punch cards.
