To me it looks like an abnormal drop tine growing under the skin and out the face. I've seen a few deer that this has happened to. That blood at the bottom looks like old velvet and dried blood. It doesn't look like an antler off another deer.
The reason I say this is because that mass at the end with the blood on it looks completely smooth. Tines and droptines are smooth. It doesn't have the little bumps like on the base of antlers around the brow tine area.
The only way another antler could be that smooth is if it broke off way above the brow tine. As all you know antlers do not bleed, velvet does.
Some have said it looks like part of the skull plate attached to the abnormal antler. If it was than where is the brow tine? Where is the bumpy characteristics that should be present at the base of the antler around the brow tine.
