I will guess that its a skimmer, with a graduated ruler to measure the ice depth. Hook the skimmer on the bottom of the ice and then find the top of the water level.

Ice skimmer dipper and yes can hook the bowl on the bottom of the ice to measure ice thickness, I have marked mine in 1 inch increments from bowl up the handle towards the hook works great for measuring ice thickness

That is a front of the plane skimmer.  You notice the wire in the handle which extends. Just add the difference between the bottom of the wire to the level.

I have one but nothing that nice.

Then there's many more cool things to think you need.

That ice depth contraption was always useless to us.  When we fished Winnebago, ice depth was not a concern.  We had ice some years you couldn't drill through.  And yes, 4 feet thick plus.  You just drove (cars, trucks, semis, whatever) out farther.  It was the years when we had a lot of cold with limited snow.

there was a handful of years we got great ice early season with zero snow, we ice skated for miles across the lake by my house. crystal clear and smooth.  Maybe every 10 years or so it would happen.

We’ll look like Cascade Lake Exploratory Fishing Expedition Team  . If we break down at least we can live in our ice condo until the thaw then we can paddle back to shore in the sled.
