Regulation question: Elk Areas

I suspect that I know the answer but I am looking for confirmation. 

Are the Elk Areas draw only?  For example, If under the general season it lists GMU XXX and does not say "GMU XXX (except elk area XXXX)" should I assume that the elk area is still off limits?

It's open within the GMU for general season tags.  Hunt it.  Elk areas are draw only tags.
Economy failure = Too many people spending money they don't have on things they don't need to impress people they don't like.

If an elk area is inside an open GMU, the GMU restrictions apply.
Nature. It's cheaper than therapy.

You can double check by reading the GMU legal description, it would note anything in the boundary that isn't included.

I believe the elk areas are established to allow different rules for a small area as a draw permit.  For example, the GMU may be spike only but the elk area may have a draw for any bull.

There are many exceptions to the "it's open if the GMU is open" rule of thumb.

You have to read the regs for the particular GMU/Elk Area.
