I looked at my account today and it says not submitted under deer multi season and elk multi season, I didn't know you had to submit anything. Is this just unclear communication or did I screw up?
under app status it says not submitted?
sounds like you screwed up..mine says active.  and to the left of that there should be a date submitted, if you dont have that, you likely didnt submit.
If you don't submit it automatically enters you in the drawing. If you want points only, you have to go in and select that option.

It’s too late now to submit for points only, the edit button is not working. You may have a chance if you call them asap, but hopefully they are already doing the draw or in the process of it.

 I wasn't going for points only, but I thought it automatically submitted for for the permit just by buying  the app.   That's why I'm confused about it saying not submitted.
