Windy combined with NOAA. Generally somewhere in the middle.
Also ventusky is good for pinpoint stuff...

i use windy and noaa as well, then sprinkle in a little common sense

well fingers crossed for Hali, ling, rockfish and salmon trip later this week.  taken the new boat out of Westport a couple of times.  Now need to do the same at Neah.

I use a combination of 4 weather forecasts/apps. NOAA general weather (generally conservative), NOAA click map pinpoint forecast, WINDY, and Windfinder. A bit of averaging between those usually works out ok. Good luck

One thing that needs to be taken into consideration is the upwelling of currents... especially at Maxx tidal change.

Ocean conditions will often change every couple miles...and no wx forecast will be able to accurately identify the affects of current. This last weekend was case in point. Swells from the West, wind N/NE, max currents....what was forecast 10knts  on wind and swells 3@15 was actually wind @15-20 with 5-8' ers,  breaker's and no general direction... running to swiftsure for Hali and salmon was fun ..kinda
