I was under assumtion that the moving gear rule was to keep plunkers from taking up so much space on small rivers.

while it does outlaw plunking, that wasn’t the intent. It was to stop the mouth breathers from doing the “Samish jerk” tossing big lead heads and letting them sit on the bottom until a fish would bump into their line.

I never tried this river for springers, it’s been open for them since at least last year. Haven’t heard of much success. Sure miss when WDFW would plant sizeable numbers of kings down there, had some really great days trolling flash glos in the tidewater. Not many small boat friendly salmon fisheries left in this state unfortunately.
