I always apply for my hunts before I buy the multi season tags. If I draw a special permit I don't buy the multi season tag, if I don't don't then I will buy the multi season tag. Just exchange my original tag when I purchase the multi tag. Also I dont think many guys that are on the Eastside apply for Westside if they get drawn for multi season elk. Was it an option online or did you need to be at a vendor?
My buddy got his elk being first in line
