Do these numbers mean that out of 100 folks who were drawn only 34 were hunters?  Etc...?

Well I can't get the table to load correctly but is says they had 100 permits for the Capitol Forest and Kapowsin, over 500 folks applied, but that only 34 were hunters.  Am I reading this correctly?  Same with the others?

I think that in the case where 100% of the reports returned that you are right.

No, it means that 34 people claimed they hunted. 66 people either did not hunt or claimed they didn't hunt so they don't have to answer all the questions for mandatory reporting.
What amazes me it that they got 100% compliance...

Heard a rumor, or actually I read it on F&G that they are going to open a couple more units on the westside for spring bear.

I don't think the spring bear reports are very accurate. I drew a rag at capitol peak. They called and asked if I hunted and did I kill one, over the phone. That was IT! They didn't ask how many days or if I saw any. They may have not reached everyone.

I agree, but not just with bears. I think all the reports are a bit off.
I think the phone call is an informal poll. The other data (How many days, units, etc.) should be collected when you report your activity.
