Tagging, Possession, Transportation and Evidence of Sex
(5) It is unlawful to possess the meat or carcass of any deer, elk, pronghorn antelope, bighorn sheep, or Rocky Mountain goat without evidence of sex while in the field, forest, or in transit on any of the highways or premises open to the public in Oregon, except processed or cut and wrapped meat. Hunters must choose one of two options for providing evidence of sex for deer, elk, pronghorn antelope, bighorn sheep, or Rocky Mountain goat:
(a) Option 1: The animals head or scalp from the eyes to the ears for females, and antlers or horns for males, or;
(b) Option 2: A reproductive organ (a testicle, penis, udder or vulva) attached to a major portion of meat. For White-tailed Deer and Mule Deer Only Hunts, the tail must be retained for proof of species. (c) Option 1, ((4)(a)), must be used for hunts with antler point restrictions

3. Evidence of Animal's Sex (WAC 220-413-090):
It is illegal to possess or transport big game animals unless evidence of the animal's sex is left naturally attached to the carcass until the carcass is processed or stored for consumption. Evidence of sex means:
Male - head with antlers or horns attached or penis or testes any of which must be naturally attached to at least one quarter of the carcass or to the largest portion of meat.
Female - the head or udder must be naturally attached to at least one quarter of the carcass or to the largest portion of meat.
Big game taken in antler or horn restriction areas: The head or skull plate, with both horns or both antlers naturally attached, must accompany the carcass while in transit or in possession.

Importation, retention, and transportation of dead wildlife.
(c) To import, transport, or possess deer, elk, moose, or caribou, or parts thereof, harvested outside Washington state; or from within a WDFW management region where chronic wasting disease has been detected by the department to other management regions of the state, with the following exceptions:
(i) Meat that has been deboned in the state or province where it was harvested and is imported as boned-out meat; or meat that has been deboned in the WDFW management region where chronic wasting disease has been detected and is transported to other regions of the state as boned-out meat;
(ii) The following, from which all soft tissue has been removed: Skulls, antlers, antlers attached to the skull plate, or teeth. For purposes of this rule, soft tissue is defined as any tissue that is not tooth, bone, or antler;
(iii) Hides or capes without heads attached;
(iv) Tissue imported for use by a diagnostic or research laboratory; and
(v) Finished taxidermy mounts.
