just wondering the proper way to tune an arrow

You need to give us a lot more info,  what kind of bow,  draw weight and length etc.  First to determine if the arrow is "spined" correctly for your bow, weight of tip/insert and type of fletching.

i shoot a parker blackhawk xp set at 65 pounds. my draw length is 26 inches, i shoot 100 grain head. my arrows are cabelas stalker extreme and they have 2 inch blazer vanes

what length are your arrows (cut length)? and what spine are they? options for spine are 55/70 and 65/80

I ran the numbers on your setup with an arrow selection software. Some assumptions that I had to make: arrow cut length 26", arrow spine 55/70 (static spine .390). Your optimum spine is .408 so your arrows are a little on the stiff side, FOC is %15.3, calculated bow speed is 270.8 FPS, Kinetic Energy is 56.69 ft-lbs. Some of the programs recommendations are: add weight to the front, remove weight from the back, increase draw weight, remove weight from the string or choose a weaker spine.

If my assumtions were correct than IMO the best adjustment to make would be to adjust the bow weight to 68 lbs. This would make your setup near perfect for these arrows. It would also increase your FPS to 276.2 and your kinetic energy to 58.97 ft-lbs.

If your arrows vary from what I selected let me know and I will run those numbers
