rebarrel average cost?

If you all are getting it done that cheaply for the barrel, blueprinting of the action, chambering and final fitting by all means send all your work to them because that indeed is dang cheap.  I'm not sure how they can when all the good barrels cost atleast $300+ just for a barrel blank.

Right now Pac-Nor is charging $580 for a complete barrel instalation including Supermatch SS barrel(standard contours), truing action and lapping lugs.  They only install their own barrels though.

I had my Rem 600 rebarreled (6x45mm) by them a few years back and it is a tack driver.

I bought a 6x47mm barrel from Shaw and rechamberred it to 6mm/204 and it is a great shooter also.
