If I am ever lucky enough to get a cougar I think I'll just carry it in whole to the local WDFW office, drop it on teh receptionist desk and wait in a chair reading a magazine.  I bet that would do the trick.

after the number of stories I have heard about the troubles in getting bobcats and cougars sealed that is exactly what I had planned.
