you aquire a point every year you don't get drawn. the points are squared in the draws.

You have to buy a special permit application, and put in for the hunt (the deadline was 12 March this year, so it is too late for 2010).  If you don't get drawn, you will have earned a "point" for next year.  that means that when you apply the following year, your name goes into the drawing a "squared" amount of times.
