Sounds like the telling factor is that it came out of the brush walked the road a short ways and entered the brush again. That is indicative of a wild animal rather than a dog which will usually wander back and forth off the road.
Sometimes people stray dog will chase a deer, but he didn't mention it was chasing anything. There are lots of wolf reports out of that area.
