Getting permission to shoot one is the key though.

......and possibly a lot hippie type sorts up on Mt Hull too. Maybe he could call the WDFW and ask them where there might be access. It's a place to start. I know there are ATV trails on Hull, but I don't know if they would be where you could get into the sheep areas or even close.

Kinda strange for sure. But look at who's running the show in Olympia...probably a money making deal like you said.
