Issue Scoping Guidelines
Under the Governor’s Rule Moratorium changes to regulations that are not necessary for
conservation or that have not been specifically requested by those who are being regulated
(hunters) should not be submitted for consideration during this three-year package. Examples of
issues that will be considered include:


Types of Issues that Will be Considered
1. Issues that reflect important conservation and management concerns;
2. Issues that address a specific strategy identified in the Game Management Plan;
3. Landowner Hunting Permit proposals: contracts will be expiring this year so they will need to be
updated and any new proposals need to be included during this process;


Issues that are Not Considered to be Important for Conservation or Management
1. Do not submit an issue that may result in excessive harvest and an inability to meet population
objectives (see WDFW’s Game Management Plan);
2. Changes to auction, raffle, and incentive permits;
3. Changes to Game Management Units;
4. Trapping regulations;
5. Special closures and firearm restriction areas;
6. Mandatory reporting regulations;
7. Equipment regulations (we plan to recommend a couple of technical edits to crossbows);
8. Damage prevention permits;
9. Hunting hours;
10. Hunter orange; and
11. Major shifts in allocation between archers, muzzleloaders, modern firearm hunters

Well, I guess that's a good thing. Maybe they will be somewhat limited in how much they can screw up the wildlife management in this state. However, don't most things fall into this category:

I'm glad that's one that will be considered. The biggest change I'd like to see is no more antlerless deer or elk harvest, except in very limited numbers of special permits. I'd like them to take antlerless animals out of general seasons altogether, with the exception of just a few GMU's where, for example, the number of elk need to be kept very low, or in instances such as on some of the small islands where deer can easily become overpopulated.

I think they've gone overboard with the 2nd deer tag hunts. They added a bunch of units last year that definitely do not have a surplus of deer. Why are they giving out 2nd tags for antlerless deer in some of these units?

  It is good to see that all the responses from the non and anti hunters of pugetropolis will not be able to screw things up worse for us this time due to an accidental  order from the governess.

Apparently Dave Ware shelved the Lumenok discussion because the 3 archery groups could not reach an agreement.
