I think it is different than putting in for special permits because you can invest an unlimited amount in the raffle. I guess they see that it falls under what could be more closely considered gambling. There are people every year that spend $10,000 and get nothing for it. Personally, I think that their restrictions keep the honest guys from buying the tickets. If someone is such a gambling addict that they risk blowing all their money on a chance to get a hunt, then they'll find their way down to a store to buy the tickets. The guy who wants to spend 30 dollars on a couple tickets is affected the most. I was hoping that they would sell significantly less this year because of the new regulations to increase my odds....we'll see...
Yeah, but they never updated it after the 18th. I know that our entire group waited until the last day and between 6 of us, we dropped over $1500 on tickets. Most of them were for deer, elk and moose. I am sure that many others did the same thing and procrastinated until the deadline.
