Testing my grounds

I was testing my grounds and some of them were testing 1.0-5.0 on dvom. I got them all cleaned up and grounding, reading a steady .5 . I started the truck to see if my other three injectors were working(why I was checking grounds) and try still weren't working. I've replace the ECM because I thought that's why there weren't working but no luck. I tested the grounds while the truck was running and the read all the way from 5.0-20.0 . What the he!!? Anyone have an idea as to what to check? Or why they read like that when it's started?
