Antlerless Special Permit

Just a clarification needed. If I am drawn for an anterless elk tag would that allow me to purchase a second elk tag for that season. Or does that mean I can choose to fill my one and only OTC tag with an anterless elk from the unit that I was drawn in ??

If you are drawn for the antlerless tag you can harvest an antlerless elk on your one and only tag.  You can only harvest one elk.

You can not purchase a 2nd elk tag. It is good for only one elk. so you could either shoot a bull if its legal in your area or the cow you were drawn for (BUT) there is some hunts where they are a 2nd tag
which would allow you to shoot 2 elk during the season. I know theres some master hunter permits like that but not sure about general season. about 99 percent sure they are just master hunter damage hunts.

You need to understand the difference between a "tag" and a "permit".   You have one "tag".  If you are drawn for a special "permit", it allows you additional hunting opportunity (like hunting anterless, for example) to use your one "tag".
Nature. It's cheaper than therapy.

Just to confuse you more.  A tag is technically a transport "tag" which allows you to  transport one animal. 

You can however apply for a second elk tag for $66.50 available through special permit, (drawing).  Before you purchase this check WDFW, I do not see the category for a second elk

There are several ways an individual could legally harvest more than one elk: 2nd elk tags ( as Bobcat pointed out, these are available only to Master Hunters by drawing ), raffle tag, governors tag, Hunter Education Incentive tag, harvest reporting incentive tag, landowner permit, and one or two others.

No matter how many of these a lucky person may possess, he may only legally harvest a maximum of two elk in a single season.

Kill permits issued to landowners can be filled and kept by immediate family of the landowner.  The landowner or his immediate family can kill as many elk as allowed by wdfw.  If 4 kill permits are issued than one person could kill keep and eat all 4 elk.
