IDFG nonresident tag advisory group
« on: July 25, 2024, 11:06:44 AM »
Is anyone following what Idaho is doing right now with their nonresident tag advisory group?  I listened to the zoom meeting today and it isn’t looking good for the over the counter self guided nonresident hunter going forward.

The group is stacked with Idaho residents that each have their own special interest. The outfitters association, local state representatives and state senators and from what I gathered no one is speaking for the interests of the nonresident hunters that actually buy the tags.

Get ready for further disappointment.

Some more info on this committee from this website: https://idahofreedom.org/house-bill-696-hunting-deer-elk-nonresidents/

This committee will include a state representative appointed by the Speaker of the House; a state senator appointed by the senate president pro tempore; an Idaho fish and game commissioner; an Idaho resident who holds a valid Idaho hunting license; an Idaho resident who holds "a valid license from the Idaho outfitters and guides licensing board and who is a member of a bona fide Idaho outfitters and guides group;" and an Idaho resident who holds "a valid Idaho hunting license and who is a member of a bona fide Idaho sportsmen's group."

This committee is directed to develop a plan to include "any recommended law and rule changes" and to "deliver such plan to the Idaho legislature by January 13, 2025."

I don't like where this has the potential to go as I often hunt Idaho as a non-resident - need to remember Idaho (and every other state) owes non-resident hunters nothing - their obligations are to their residents only. see below for correct information

They mentioned in their “advisory group sideboards” that they must “maintain customer demand” and “legally required to allow for a minimum of 10% non-resident hunter participation” so they do have directions beyond their own citizens. There was some back and forth on whether they are required to have a minimum of 10% but idfg said it has gone to court and they are required to have that 10% minimum. But if one individual gets his way all 10% would require an outfitter from what I gathered by reading between the lines of his comments.

That is true , but the last I checked 56% of idfg revenue is from non resident sales.

Watching this group have their meeting today I realized very quickly that the concerns I have heard about the outfitter groups creating the loss of nonresident hunting opportunities is for real.

There was one gentleman from the forest service who voiced his concern that they should be focused on the nonresident tags and the outfitter allocation should be separate but old Aaron is not going to let that happen and he is fighting hard for the outfitters to get as much control of the nonresident tags as possible.

This is the same stuff that affected nonresident Montana and Wyoming tags.

I'm just glad the DAV tags will be a draw. A disabled vet has to have a certain percentage to purchase his/her tag BUT, a friend can simply walk in and buy it for them never having served a single day. With that said, all of the normal OTC tags that are currently easily purchased are gonna be a pain to draw if the online sales are used a an indicator.
