So are they pissed at themselves for not reading the regs and understanding what they were applying for? 
Can't speak for them, but personally I never saw that and I would think that would be a highlight for changes. Maybe it was, I didn't see it. Pretty significant. 
I would like to hear if there is a more expensive state to hunt in than this state??? If you add all the taxes we pay in gas, booze, chew and etc.. It truly is turning into a rich mans sport!

Hunt Choices Allowed: Up to 4 hunt choices may be selected for this category. Use the 4-digit "Hunt Choice" number
below to submit your application.
Notes: You must purchase a second deer tag to participate in this hunt and only the second tag can be used in the second
deer permit hunt. The second tag must be the same weapon choice as your first tag. You may hunt only with the hunting
method in compliance with your tag.
