I think is the area in the Dayton unit that is mostly private land they "set aside" to offer landowners more odds of drawing special permits on their land. I think I am mostly accurate in my assessment, but if I am wrong feel free to correct.
Outside national forest if it is the area I am thinking, but would need to look it up to be sure. Area descriptions are in the back of the regs.
