Manual rattling is fine. ELECTRONIC calling devises for deer and turkey is illegal. see See 2012 hunting regulations page 76, rule #13.

I was thinking of hanging a bag of chopped apples in a tree to keep a scent trail there even when the deer had eaten the apples I put out.

Good idea... My husband likes the really ripe apples and smears them on the ground with his boot.Apple attractant sounds like a good idea as well... They also love to eat any alder leaves that come down with branches. I have an alder I want down and will probably do it this weekend for my hunters and before the leaves die off anyways. Another scent that might attract is dirt, they seem to like to have dance parties in freshly turned dirt.
