Houe Bill 1096 concerns firearms and juvenille offenders.

There are certain laws in WA where if a juvenille commits the crime a sentencing chart applies. Essentially this forces a judge to impose a minimum sentence and the sentences are under state law. The sentencing grid applies prior crimes, so if you have a history you WILL get a stronger sentence

Currently the only firearm laws that are on this chart is: theft of firearm, possession of stolen firearm, carrying loaded pistol without permit, possession of firearms by minor, possession of dangerous weapon, intimidating another person by use of weapon.

This legislation ADDS the following: unlawful posession of a fiream 1st degree and unlawful posession of a fiream 2nd degree.


This bill has bipartisan support. Including at least two former law enforcement officers who are now representatives.

I was just having a discussion about this with a LEO friend of mine... I think this IS a move in the right direction... Where i think LOTS of it falls apart is the lack of room in county jails... I know here in Skagit county everyone has been bickering back and forth over a new jail or expanding the current one. sinc ethe jaw jacking started the costs have trippled so no one wants to foot the bill!  :bash: That means that people are constantly let out early, or not taken into custody at all!
In archery we have something like the way of the superior man. When the archer misses the center of the target, he turns round and seeks for the cause of his failure in himself.

3/11 Update

This bill did have some Republican opposition in it's committee. It must be passed out of the House by 5PM 3/13
