It actually makes sense to me.  I don't think that many people are truly committed to being anti-gun.  Certainly some are, but mose seem indifferent.  I could see those same people supporting background checks (which on the surface doesn't sound like a bad idea to a disinterested person, right?) and at the same time not angry when such a bill fails.
